This simplified form of the planning permission has become very useful for the authorization of different types of standard extensions, conversions and outbuildings.
Generally, if you intend to extend the ground floor at the back of the house by 3m or less, it is most likely covered by PD . I suggest you just to cover that you submit a Lawful development certificate only, which will prove on paper that your proposal is indeed right.
If the extension is between 3m and 6m, it is good to first consult with your neighbors to make sure there are no obscure or facing issues . The board did that, too, as part of a prior request for notification and, as the name suggests, your neighbors will be officially informed before you build your PD. After a positive result of this request notification, I suggest you still submit a PD application, too, if you have the decision in black and white on paper.
PD Classes
class covers the enlargement of the improvements or changes to a house as rear or side extensions, and general changes such as new doors and windows.
class B covers additions or modifications to the roofs that enlarge the house, such as loft conversions involving skylights.
class C covers changes to the other roofs, such as re-roofing or installing skylights.
Class D covers the construction of a porch outside an external door.
class E covers the supply of buildings and other facilities on the land around the house (the " curtilage ").
class F covers the supply of hard surfaces on the land around the house, such as access roads.
class G covers the installation, modification or replacement of a fire, smoke or soil and vent pipe.
Class H covers the installation, modification or replacement of microwave antennas, such as satellite dishes.
